Plans to sell off land on Hands Road next to Heanor Memorial Park for housing have been given the go-ahead by Amber Valley Borough Council.
A development brief designed to advise potential developers about the site was approved by the planning board on Monday evening.
Developers are now being invited to apply for planning permission to build on the site.
Under the brief, developers would be required to retain and improve the Sookey Hollow wildlife area as part of any project.
BNP councillor for Heanor Cliff Roper presented the board with a petition from 273 residents against the proposals and said: "People in Heanor don't want more house building.
"There has been nothing but house building there in the last few years. We would like to see brown field sites developed before green field."
Cllr Stuart Bradford, leader of Amber Valley Council, assured councillors further consultation and debate would take place saying: "This is just the beginning of the journey, not the end."
